But what does the 'powerful electric motor' operate? Just the erection?

The motor retracts the shelter, operating a siren "with realistic warning sound" and pulling the missile and launch mount upright with a chain. This chain is attached to a trigger release on the mount and when sufficient tension is reached... blast off! :)

Reversing the control lever closes the shelter again.
